Residential Pool Safety in Quebec: What the 2025 Regulations Say
Since July 1, 2021, the Regulation Respecting the Safety of Residential Swimming Pools applies to all residential pools in Quebec — including those installed before 2010.
Who Does This Apply To?
All outdoor pools (in-ground, above-ground, dismantlable, inflatable) with a depth of 60 cm or more, as well as spas with a capacity over 2,000 litres. Does not apply to decorative basins, hot tubs under 2,000 L, indoor pools, or large residential buildings.
Key Safety Rules
Mandatory Enclosure
- Minimum height of 1.2 m
- No opening that allows a 10 cm object to pass through
- Impossible to climb
Gates and Access Points
- Self-closing and self-latching
- Latches out of reach of young children
1-Metre Clear Zone
Nothing within 1 m of the pool or enclosure: no benches, play structures, or BBQs against the fence.
Key Dates
- Installed before Nov. 1, 2010: must comply by September 30, 2025
- Between Nov. 1, 2010 and June 30, 2021: should already be compliant
- Since July 1, 2021: current standards apply in full
Permits and Fines
A municipal permit is required if you build, replace, or modify a pool, diving board, fence, platform, or deck. Non-compliance: fines of $500 to $1,000 or more depending on the municipality.
